"The cap was set at 5k/day at the discretion of DHS/President" No, the cap of 5K a day is automatic. There is a secondary process in the bill that would allow the border to be shut without considering the cap. "There was a House 2023 Bill that did much better at control than the Senate 2024 Foreign Aid bill" Aside from the fact that it was not bipartisan and would never have passed, it also did some pretty dreadful things that would actively discourage legitimate asylum claims.
