  8.  @hittkid6312  Well that's specifically what they cannot do, not what they can. The idea of these 5 larger countries having to come to an agreement is actually not a bad thing.

  9.  @hittkid6312  I can agree with that. The issue is that not allowing some giant country with massive influence, like the US for example, to have that kind of a power will make them pull out, rendering it somewhat useless.
