  1. If you actually want to fix all the problems and advance the country forwards, then yes that would be needed. The current plan is mostly for fixing issues that have just not been dealt with. A much larger plan could fund highspeed rail projects and generate trillions for the economy. I'm not saying it's necessarily the right way to go, but dismissing it out of hand because you don't like the number is a cop-out.
