Here is your confusion. This entire statement is an oxymoron. Something cannot be both capitalist and democratic. Nations that have capitalism may have democratic governments, but those governments are not capitalistic, and the capitalistic markets are not democratic. There is a split between what is democratic and what is capitalistic, because at not point is anything within that society both democratic and capitalistic at the same time, and there never can be something that is both at the same time, because then it wouldn't be capitalism or wouldn't be democratic.
Which makes your next statement worthless:

If you mean that free markets are socialist when democratic, then yes. The issue with your statement here is that you can't distinguish capitalism from free markets. Free market socialism exists, and it is, as I have already explained, democratic in nature like all socialism. Market controlled capitalism also exists, usually referred to as state capitalism.
We also need to address this: "socialist dictatirship"
Socialism is a system of common ownership of the means of production. Common ownership requires common control either directly or through elected representation. That means democracy. Without democracy you don't have common ownership, meaning you don't have socialism. You just have more capitlaism or feudalism.
