  2.  Just Misbehaving  We have plenty of scientists with ideas they are waiting to test. Money provides the ability to test those ideas far more quickly. And yes, money does perform years of research and testing. How else do you pay for all the lab equipment and supplies while paying your staff? They're usually 100% grant funded. The more funding, the more they can do. I'm amazed that you think the academic world is sitting around trying to think up ideas and not pushing to actually test the dozens they already have.
