I am a smoker. I would not go for cig unless it was breaktime. I would not miss meatings or be un interested in learning new stuff to improve myself.
To me it sounds much more like an attitude issue than an addiction issue. Yes, smoking is super addictive,,,, but say I have 10 minutes before lounch, lunch, then 10 minutes after lunch.. the rest of the time is full focus on work.
This is doable, and fits our workhour rules ( norway). People cant just take a smoke when they feel like it.,.
Edit. Rather than punish people , have a base salary, then reward those who do better.. that is fair, and noone can complain they are discriminated against.

@KrikitKaos Would be nice, but social services tend to have a ton of rules you must follow, and a ton of criteria that must fit.
There are some good people working in social services, but the regulations they have are far too restrictive for both workers and clients.
I was under social services for over 10 years, and it almost killed me.
I needed them ( I had no personal choice in that)due to catastrophic loss in income and home, and I had children to care for..young teens.
No drug issues, no drinking issues, just loss and grief, and cptsd, yet I was ( and the children) treated like a criminal, like a number.
I went in, still able to work.. When I got out, it was because I was 100% disabled as far as working goes.
Point is, while some are ok with being treated like cattle.. others are not. Being free matters more than having a roof.
