I suspect that a lot of, maybe most of, USA cops, would never pass the training in most other countries. Certain attitudes are enough to disqualify you for working with the public. Also, in most other countries, becoming a police officer means , at the very least, 2 years of serious training. Schooling in how to deal wit not just "situations", but actually deal with people. People can be anything from unconscious to completely rabid with drugintoxication. A cop needs to be able to handle all of this calmly and efficiently. Sometimes " efficiently" means taking the time to talk people down, rather than yell and shoot.
