  2. Its a racket. Fellow next doot to me for 10 years. Never worked. Was a chronic Alcoholic. The state even paid for his 16 cans a day he told me. His wife had a "disability" too? Tho to me she just looked clinically obese. Hundreds thousands like these two all over the country. Obviously many our own people. But foreigners have been getting in on the racket for years too.
