Only those who can survive in the free market are allowed to stay. Else, they are required to move back to homeland, which they do on their own volition, because free market washes them away.

@summak Swiss does NOT let in people without gainful employment. But job market is also volatile in Switzerland and people lose job frequently (unlike lifelong jobs in Germany). There are many expats, who typically last 5-8 years and leave after that.
