  1. Germans do not work fewest hours. Germans are recruited after long periods of apprenticeship where they earn peanuts, and finally recruited full time when they are plug-and-play. Germans also rarely change jobs because they CANNOT, given the expectations in alternative jobs are also plug-and-play (not to mention marginal tax rates are sky high taking away financial motivations). If you are a one-trick-pony and getting paid peanuts, you better work efficiently and fewer hours.
