The thought behind this is a long term thinking of decades, not this year. Of course they won't start rebuilding, while Poo-tin is "flatening" it straight away again. But for the coming winter the basics of infrastructure have to be rebuilt in a way of "provisorical, but functioning", so the Ukrainians can somehow make it through the cold time of year coming up.

@jeckjeck3119 Yup, that was spoken about at the International expert conference. As far as I understood, they (the donor countries) want to put external institutions up, to control, where the money goes.

@MetalheadAndNerd I doubt, that in an war area all those bureaucratic paperwork is needed for just putting windows, roofs, heating or what ever is needed up. You can't compare that at all with a "standard/ normal" construction.

To stockpile nat gas from a provider with 56 % (origin figures at beginning of war, now = nill) of a country's net consumption (which actually was more parts of German industries doing so), has nothing to do with a countries infrastructure and the technologies/ engineering coming with it !! Infrastructure is the "Hardware " of a country (water, electricity, telephone, sewage, heating, streets, bridges, railway tracks, airports, housing, hospitals, schools, etc). Greetings from Germany
