Shooting the balloon would deprive the US from intel, like what were the chinese interested in spying on. The balloon was being monitored, so all US places being spied on would have to do is taking a few days off to not give the Chinese any relevant information. Don't shoot those things down, the US government knows what it's doing... Except when they waste a 400 thousand dollars missile shooting a balloon.
