  3. It was never actually considered abnormal for civvies to learn how to fight. The boy scouts was originally where they learned this stuff, during the Cold War there were volunteer groups keeping watch for bombers, and before the Civil War the vast majority of all US armed forces were unpaid militias. The only thing weird about these days is that tactical gear usage is very much a hobby for many people.

  6.    that's more due to your NCOs screwing you over than anything else. And for actually fighting as a militia or gang, commercially available phones and security programs are really the only way to do a whole list of things.
