That and California has some ridiculously strict laws about who can fight fires and cut away woodlands. Fires break out from spontaneous combustion, idiots with campfires, fireworks, lightning, and so forth. Usually they're put out before they damage anything besides timberlands.

Most investment banks fire their lowest 10-20% and promote their best to replace them every year. Performance is measured almost exclusively in how much money they make the company. The secret about leadership is that no one in the world really knows what they're doing. And in this case, Credit Suisse is huge and these scandals were spread out across thousands of men, a few of which went to prison.
