One common racket is to coerce condemnation of homes in order for new buildings to boost GDP numbers, bring in tax dollars from people buying the new home, and to give construction business to favored companies. Some entire cities are built but are never sold because no jobs in the area, leading to absurd situations where housing in one town is literally free, and housing in another town a hundred miles away costing too much for the average worker.
