This probably has nothing to do with religion. Women often get harassed on the streets for not wearing a hijab. In fact, often women get sexually assaulted and the furst question everyone asks is "what was she wearing?"

Most of the people at these restaurants are Muslims.

I'll be frank, the Muslim ban on alcohol means nothing. The abundance of cafes across the Muslim world is because a large portion of them are actually pubs but call themselves coffee houses to avoid harassment by zealots.
