  1. Something to remember about Chinese politics is the government is highly hierarchical and competitive. Ergo, getting promoted because you successfully hid all Covid cases or getting fired for some random dude testing positive is not unheard of.

  4. Those are first tier cities. Their excuse is that's where the most people are so that's a priority. In reality, these are display cities they show to foreigners to make the country look better than it is.
