Dude, there's literally no difference between the killers and the surrounding population. These are simply the men who had means, motive, and opportunity.

@Raditya Poerwanto these guys aren't movie villains, no one does bad things because the plot needs an antagonist. Specific people are killed for specific reasons, often over a matter of money or in revenge for an earlier capital crime. For instance, I heard of one gang where their women would get romantically involved with a target, marry them, take out life insurance, then the men of the gang would kill the man giving the gang the inheritance and insurance money. It also should not be lost the current government itself was originally a gang. They were Salvadoran Communists fighting the Democratic government in a war that ended in a bloody stalemate. Eventually they met each other halfway and the Communists were allowed to stand for elections and won, and predictably they forgot they were Socialists over time. And by that I mean President Bukele is part of a Socialist party whilst pumping up Bitcoin investments.

@CB-cv9yh They don't have that law because they think all killing is wrong, they ban death penalties because they don't trust other people to decide who needs killing. Pleanty of people are executed via criminal conspiracies between authority figures and the population is generally complicit.
