  8. What you mean still? Oil spills are fewer and farther between now than any time in the past. In fact in the early days of drilling there was no way to stop the oil from gushing out in a geiser so they'd let it spill until the presure dropped off.

  9. I'd question whether or not a anchor should break one of those pipes, but I'm also sure no one on this thread has any clue on the subject.
