  10. Because all protests meet the legal definition of harassment and disorderly conduct. The attendants are overwhelmingly people who like to pretend they're in charge, so assault of officers, vandalism, arson, libel, tresspassing, blocking traffic, and other crimes are not uncommon. And a lot of people simply take advantage if the anarchy to commit unrelated crimes (namely theft).
