A lot of prisons in Latin America have no rules and are just a place to put offenders. Many don't even provide food and inmates get that from family, many have entire economies where inmates make goods. In many the guards just count the inmates and keep them on the premises. This is especially true when a major mafia lord is present as he can bribe/threaten anyone.

@phoque121 I heard of one jail in South America that only had one guard manning the gate. The inmates ran the insides. That's what is meant by no rules.

@joshuaallen1340 we don't know who is attacking who yet, but any war requires at least two clear factions. Some of these inmates will have simply avoided getting involved with gangs, some will have only fought to protect themselves. The only thing certain is that a lot of the prisoners have some warped priorities.

Unclear by the report. Also, where'd they get the guns and weapons? What I can say is a lot of jails in Latin America aren't like western jails. Typically they just throw them in there, with some not even providing food (the inmate's families do that). Others allowing anything in unchecked, including prostitutes, especially when mob bosses with dangerous friends and/or bribe money are involved.

That pretty much sums up many jails down there. Also note it got bad enough it is not safe for cops to enter there.

@phoque121 that's true in a lot of jails. When I guarded a county jail in America, there was the "chomo" pod. That was short for child molestor, but that was a misnomer since most of the guys in there weren't charged with crimes against children and the one guy that was was a 25 year old with a 15 year old girlfriend.

Come now. I'd wager the war started because several incarcerated mob bosses each wanted to run the prison from their cell.
