  18. Mostly, yeah. Medina just means City in Old Arabic because for many centuries it was the only settlement large enough to have a full-time king governing the place. Riyadh is just several oasis with some farms and some nomads that were encircled by a fence in the 17th century and became a real city when oil was discovered. Most of the rest of the population lives on the coastline in unincorporated and/or nomadic fishing/farming communities.
