Much of the cost is in the land itself. In key locations it WAS in short supply for big office buildings where they could more efficiently meet people and send/receive mail, but those days are over because internet. There was a time when city centers were dominated by factories.

There was a time when offices had to be centrally located in order to meet people and receive mail as quickly as possible. I saw one insurance office building from the 1960s that had their own printing press and post office to handle all that mail. Now we have the internet.

There's one big one: With grunt office jobs you can't trust people to get all their work done, and many office jobs require daily meetings between coworkers. I won't pretend I have all the answers for who does and doesn't need a physical office, but many are only requiring people in the office on certain days of the week.

Doesn't work. You need to install lots of bathrooms, kitchens, and lockable doors. In some places, housing construction is regulated enough it would not be allowed. Also, there is no crisis. Pay your bills you bum.

Converting to residential is a long and expensive remodel. You need lots more bathrooms and kitchens and soundproofing, not to mention overregulation
