The legislation in question was not Reagan's brainchild and the ideals that bare Reagan's name weren't a thing until after he left office (like most president's Reagan has a toxic fan base). Besides how the bulk of the crash in question was definitely not due to any legislation whatsoever, as there's no debate that the common practice at the time of rolling stop loss orders caused about 1/6th of the crash with much of the rest being Japan's bubble bursting and technical arbitrage stuff.
