  1. To add: China is having its own inflation issues and has deep debt they can't pay. Getting foreign countries to take Yuan off their hands allows them to print more money without inflation.

Plus China's central bank is having trouble due to all the fake money and falsified economic data, so a low inflation rate is coincidence given the general volatility.
