Define regular. There are retail brokers that offer that but there's income verification and you'll need six figures or so to invest. And back when this happened, one broker had a problem that their software was incapable of showing a negative price. One guy didn't get the memo that rates can go negative and bought up a lot of what looked like futures trading for a penny and both he and the broker lost money.
