Some people will have not gotten the memo, some people will have been held up by their country's regulations, and some of that "dirty money" is only dirty in China where there are limits on moving money out of the country. Much of the rest of the money will be turdworld oligarchs where they can't let it become widely known they even have that money, and some of the money will be profits from drug dealing.
