  1. A lot of Evergande's debt was fraudulently hidden. They'd take on a partner for various projects and list their "shares" as assets. But these partners would get a guaranteed return of a few percent so this was really debt.

  2.  @cos3  the company had a very ponzi type structure. Namely how they needed profits from presales on current projects in order to pay loans procurred during previous projects.

  3.  @ev.c6  Citron Research discovered it. They also found cases where leases for government land were bought below market price, while millions went to "land premiums." This is prolly inferring bribes.
