P is for price of company, E is for earnings of company. The lower this number is, the more money you get for every dollar you invest. Think of it this way: You buy a house to rent out, and after 20 years you made enough money after expenses to pay for the house. The PE ratio of that investment is 20.

Not necessarily. Since the definition of growth is above average PE, many safe corporations are categorized as growth. I.E. Johnson and Johnson have been paying regular dividends for a century, so they are priced as growth. American gun makers are priced as value because investors fear tightening regulation, even though they stand to grow with the population.
