  5. No. It was part of an elaborate scheme to encourage exports. High inflation makes people dump their native currency in favor of foreign ones, increasing exports. Partially pegging two currencies together encourages trade between the two nations as currency exchanges become less a problem. China used printed money to maintain a reserve of T-bills instead of gold. No, it is not possible to recall debt. It's in the bond contract that the Feds don't have to pay before the due date.
