The treaty promising not use military force to collect debt comes from the Weimar Republic when Germany defaulted on its debt to France and France (who still didn't feel like they won WWI) seized the Rhineland. Germany still couldn't pay because contrary to populalar belief in Paris, they was broke.

  13. It's a symptom, not a cause, of America's empire. If you're tied up in the global economy then there's a list of reasons to borrow or lend in dollars. Bonds cannot be recalled early, those are interbank loans.
