We are literally the reason they're literate, and the DEA has offices there and the US Coast Guard is allowed to make arrests there. Not exactly. This case has both local and global issues coming to a head at once. For instance, many of them can't afford rising gas prices and have so little education they don't know what supply and demand is, leading many to steal and hoard gas from allegedly greedy sellers. But the reasons gangs are running the streets to begin with was because the President was offed by an unknown drug cartel because he was investigating his men for cartel connections, meaning much of the government is now defunct.

The only frickin reason there are schools in Haiti is because of US charity and the educated elites of Haiti largely attend US colleges. I guess that's why Haitians like US style democracy. Education is so poor there that no one has any concept of supply and demand so when they see price rises they assume it's a daylight robbery conspiracy. Ergo, a bunch of gangs and thieves are stealing anf hoarding gas. I emphasize, they have the food, there's just no way to get it into the city.
