These days when they reorganize stuff and chaos happens the command just says "failure to adapt and overcome" and punishes entire brigades. The punishments often cause more deadlines to be missed.

@deplorabledegenerate2630 not necessarily all of them. A lot of them do it without realizing it because large bureaucracies are often so complications no one person knows how it all works
