  1. This is common in the middle east. They use local stone and cheap cement to make simple buildings. There are some small construction companies with some equipment and little skill, but most families build their own homes. The larger firms are all owned by oligarchs or the government so they are lawsuit-proof. Building regs simply don't matter.

  4. Should? I assume you meant to say SHOULDN'T. Stone is brittle, wood and steel are not. The deadliest Earthquake in LA was back when most buildings were brick, and many walls cracked and fell over. Reinforced concrete doesn't have this problem. but most of these middle east buildings are made from hewn stone and cement simply because it's dirt cheap.
