  23.  @kathrynck  There are more upgrades than that. The B2 included some maneuverability just in case it was spotted, and that feature is being removed in favor of more stealth. Also, there was a mystery problem with the B2 where the paint would peel off for no reason, and they may have solved that.

Personally I think anti-trust laws are a waste of time, but with contractors you're dealing with quasi-government groups who may have a monopoly depending if you count some niche as an industry but they depend on a single customer making that monopoly pointless. Ben Rich head of Skunk Works said this work isn't as profitable as it looks because there's a lot of weird overheads and a lot of risk since the Pentagon can and will drop contracts on a whim, hence why the only people willing to take them are mega-corps who can afford to waste a whole airplane
