  6. No one cares. The animals can make due or make holes. This is mostly in a heavily populated area.

  7. Indiscriminately? No. The exact answer varies between states, though. In some places, they're dealing with migrants with bad backgrounds who will do such things as beat up total strangers for wearing a kippah or beat up granny to steal geoceries. In other places, states feud with each other over who gets the burden of taking care of refugees. And rules for entry/exit vary across the EU and no one wants all these homeless people to have any more access than what's given.

  9. Those are hardly equivalent. Especially when the fences are due to the lack of any EU rules on migrants. Further the statements of any one state do not reflect the whole. In recent years, these states have argued about how many refugees they'll take care of. Turkey and Belarus straight up shoved their refugees into the EU (the Turks did so at gunpoint). And each state has its own visa rules which are sometimes at cross purposes.
