  3. A foreign minister of all people should know proof doesn't matter when power politics are involved. Besides, all the people jailed/killed that we know of were Kazakh hooligans. No need to spin a conspiracy theory.

  4. There's an ulterior motive to this. Kazakhstan and other CSTO states (including Russia) are obliged to provide help in the event of terrorism and foreign invasion. Moscow appears to be going along with the legal fiction but there's really no need to hide it.
