You have have high ridership across its entire life to recover that cost, and you can't just raise the price of a train ticket since people will simply find other means of travel. Ergo, this is only profitable in first world sardine can cities like Tokyo.

Trains are faster in America? Everyone that has been on an Amtrak says otherwise. Wait times are a little less, ticket prices are a little less, but in exchange your selection of destinations are less and you will be on that train for days. Amtrak's CEO said they have not been profitable for years and will likely never be profitable since everyone chooses greyhounds or planes over trains. And it takes a special kind of fool to call big highways a hellscape

@matsv201 relative costs of material is also important. North America has a lot of crude oil and gravel so asphalt is cheap.
