  1. This does highlight something about disasters in urban areas in general: Even if emergency services/supplies are provided it is highly unlikely they will be of sufficient quantity or quality. Private relief efforts will always cost money because it invariably involves bringing in materials from out of town.

  2. Not fresh food, anyway. Many people don't have fridges, most of the rest only have mini-fridges, and the culture strongly prefers fresh foods served hot over preserves because they don't trust that it'll stay good. This is why wet markets are a thing, because people make daily trips for food.
