  2. I've seen worse things than simply criminalizing insolvency. I won't say where, but there are places where they jail the bankrupt regardless if the law says they can't. They also have dozens of "charity" groups targeting the poorest citizens for high interest loans. Some of these loan sharks are royalty and others are part of drug cartels. But yet, they'll all insist their poverty is foreign state's fault
