  2. It's mostly just local gangs and street crime. For example, the war caused gasoline to disappear and what little was left was sold at high prices, so some groups stole or hoarded gas accusing the sellers of daylight robbery.

  4. They aren't even fighting the government, mostly. Many of the big gangs are really deserters from the government, including Barbeque who's a fired policeman.
