Most of these crackdown have nothing to do with Lord Pooh. Every government department acts as its own fief and the bosses don't necessarily even talk to each other.

Portugal didn't exactly "give Macau back" since it was the warlord period when they showed up. There was no China back then.

@Uncle_Troy When I say VIP I mean like 10-20 million in chips. That's what an average VIP pass costs. Whatever is left after the weekend is simply moved overseas.

Same goes for Qatar and Luxemburg. The former includes skilled expat workers and foreign army garrison. Their aristocrats make money from taxing them (government revenue belongs to the king), and a few of the Qataris make a decent living working for the foreigners. In Luxemburg their racket is corporate taxes are really low, so companies all across Europe will put their offices there, overall increasing revenue and creating nice office jobs for locals.
