Technically there are "finfluencers" that are licensed to give financial advice and they're generally honest including Richard Coffman, Patrick Boyle, Ben Felix, and Keith Gill.

Some of the victims know it's a pump and dump. A low risk crime is to simply help someonw else's scam unsolicited since it is impossible to prove. AKA crypto bros
