In the event of infighting, the loyalty of these men usually decides the battle. In one case, the Senate and the Praetorians were arguing about the next Emperor and eventually they met each other halfway because the Senators were rich and legally charge of the legion but the Praetorians were in Rome with weapons. They fought later anyway.
