  1. There's no one government deciding who is and is not allowed in. Even if you do have a passport you'll get detained and interrogated by paranoid militias. Likewise, Damascus will assume that any aid effort is at least in part a subversive scheme... Also, the state-run charities are a scam which is why they divert all humanitarian aid programs to the government,

  7.  @Matthewgriffiths18  Most of them weren't build by state owned enterprises, but were self built and/or built by small amateur enterprises. Even so, you're talking negligent homicide, although I don't know what the laws on that in Turkey are.
