And yes, major fires are routine.

  2. 24:30 It sounds like they were trying to generate paperwork to make it look like they were doing something when they actually weren't. Consider the possibility that the men in charge of storing the nitrate were the ones stealing it over time, hence why they didn't move it. Or it could be Customs was trying to get the courts to let them sell it so they could pocket the cash while the dock workers were siphoning it off in the meantime.
