  1. Physically impossible since all the warring factions are also fighting over what aid comes in and/or are blockade key roads to their enemies to prevent them from getting war materials. So unless you want the US to come in and act as sheriff, I'd ask you to not blame shift. Besides, a lot of the world's richest people are also the biggest donors to charity.

I've seen it happen elsewhere; You want to get rid of your comrade without consequences, so you trump up a story about psych conditions. Given the administrator is clearly not a shrink, I'd wager he gets kickbacks from select militia commanders.

I've seen it elsewhere in the world where you want to get rid of your comrade without running afoul of the law, so you exaggerate a story about his mental illness. If you are friends or a... "Business partner" of the shrinks they'll go through the motions of admitting the subject no questions asked. I'd wager the militias that fund this hospitals can have whomever they want admitted.

There are many clues in the video, the doctor getting angry and defensive when asked about conditions for the patients is only one of them. Where do these guys get their funding? There's no government and the families of the inmates can't afford to feed their own kids. Are they getting paid by the same militias that are recommending these men get locked up? The inmate's speech was guarded and they were quite calm and gave the most basic facts about themselves in spite allegedly being crazy and tied up. This likely means they get in trouble for complaining. Also, they tied all these guys up because escapes are both their biggest problem and biggest concern. And finally, the people running the show are NOT qualified healthcare professionals. All this together and it seems this asylum is largely fraudulent. It's a prison for hire taking inmates from anyone who will pay.
