Near a decade ago Maduro placed heavy taxes on all foreign businesses, and the oil drillers simply did the math and found they could not turn a profit in Venezuela. So they left, and the Venezuelans lack the funds and expertise to run the drills themselves (they are wholly dependent on US companies for that).
