  2. That was definitely the case with the invasion of Norway. The German commanders drafted a great plan but didn't want to do it since they couldn't guarantee they could take the country before the Brits got there. Hitler himself took full responsibility for the decision to go forward and ergo he got full credit for the success even though none of his proposals made it into the final battle plan.
