You forget the conditions of Russia during Stalin's takeover, as the last battles of the Russian Civil War did not wrap up until 1939. Functionally independent White enclaves were suppressed mostly in remote Siberia, clashes with Imperial Japanese expeditions occurred in Mongolia, and many large units the Red Army itself revolted against the Politburo. A large portion of the Red Army were veterans of the Tsarist Army, especially at the higher ranks, many of these men openly distained the party, and many had been pressganged into service. The reason being Lenin and his cronies were not stupid men and knew their personal political appointees didn't have a clue about running an army. This is how the commissar system developed as a party member would be at each commander's side to keep him loyal and indoctrinate the men. The purges are also a bit exaggerated, as most victims were sacked or jailed and not killed. Many of these men would be rehired during Barbarossa.

Games of musical offices are usually a sign the bosses are trying to establish dominance on each other. It the Nazi's case, there was a very real disconnect between the extremists in the inner circle loyal to themselves and the professionals running the army loyal to Germany.

@moss8448 I've read of worse cases. In the 1960's in Syria the Soviet ambassador told the UN point blank that no one knew who was giving who orders.
